In instiintare era specificată data la care incepe suspendarea (8 Feb) si faptul ca va fi suspendat pe 90 de zile. Faptul ca nu-l pot preda, adauga alte 30 de zile.

Thank you for this enquiry. As you will already know, the EU comprises an area in which the free movement of EU nationals is ensured. This freedom of movement is supported by rules which provide for the mutual recognition of driving licences. These rules are set out in Directive 2006/126/EC. In outline, the rules provide that you are entitled to exchange you Romanian driving licence to a UK licence provided that you are "normally resident" in the UK.
Your case falls in a strange gap, as your disqualification only occurred after you had exchanged your licence. As a result, the disqualification appears to have affected your old licence. The UK authorities, DVLA, should have checked the validity of your licence (at the time of its exchange) and returned your old licence to the authorities of Romania.
On the other hand, the rules require that the UK should not recognise the validity of a Romanian driving licence which is restricted in Romania. You cannot return your old licence if you do not have it, and you should not return your UK licence to Romania.
There is a system of information exchange between the authorities of the member states. You should contact the DVLA in order to confirm your position. The DVLA can then liaise with the Romanian authorities in order to ensure that you are not further penalised the next time that you drive in Romania.
